
Mr. Frederick Mensah-Acheampong is a Management Consultant and Health Economist with over 20 years' experience working in the health sector of Ghana. He is currently the Director, Human Resource for Health Development at the Ministry of Health. Prior to this position, he served as the Director of Administration at the Cape Coast Teaching Hospital, where he played a critical role in the restructuring and transitioning of the then regional hospital into a teaching hospital and as a Deputy Director, Policy, Planning, Monitoring and Evaluation at the Komfo Anokye Teaching Hospital.
His career interests include Organisational Restructuring, Community Health, Human Resource Planning, Corporate Strategic Planning, Monitoring & Evaluation, Economic Evaluation & Cost-Effective Analysis, Policy Analysis and Health Systems Research. He has a deep understanding of health systems operations in general and the Ghana health system in particular.
Frederick holds a master's degree in health policy, planning and financing at the London School of Economics and Political Science (University of London), and a postgraduate diploma at the London School of Hygiene and Tropical Medicine. He obtained his first degree in BSc. Administration at the University of Ghana Business School, and he is currently a PhD candidate at the University of Cape Coast.
Frederick is a result-oriented health professional and health systems thinker with the ability to prioritise and efficiently manage resources. He is a self-motivated person with effective leadership skills, good interpersonal relationships and efficient communication skills.


Mr. FRANKLIN OWUSU ANSAH is a seasoned Industrial Relations Practitioner whose interest is in the area of formation of Labour Policies, Negotiation, handling of Grievances and Industrial Disputes. He is also a Human Resources Practitioner in both Management and Development. Franklin expertise in HR is Job Evaluation and Building of Salary Structures and formulation of Labour Policies.
Currently, Mr. Ansah is the General Secretary of the Health Services Workers' Union of TUC (Ghana), a member of the Governing Council of the Ghana Health Service and also chairs the Board of Trustees of the HSWU Tier 3 Pension Scheme Registered with the NPRA. Mr. Ansah's involvement in pensions started with the formation of the Health Sector Occupational Pension Scheme as a Board Member in 2012.
Mr. Ansah also advocates for Migrants on the platform of the Global Forum for Migration and Development and at the UN High Level Dialogue on Migration and Development.
Franklin holds a Master of Arts Degree in Labour Policies and Globalisation (2010) from the Global Labour University - Germany (University of Kassel and Berlin School of Law and Economics), he holds another Master of Arts Degree in Human Resources Development (2004) from the University of Cape Coast, Ghana and BA (Hons.) Economics (2002) Degree from University of Cape Coast.
He is Married with Kids.


Perpetual Ofori-Ampofo is the President of the Ghana Registered Nurses and Midwives Association (GRNMA) and has 26 years experience in the health sector of Ghana with almost two decades of experience in Trade Unionism. She is a Nurse Educator and currently teaches at the Nursing and Midwifery Training College at Korle-Bu where she has worked for the past eighteen years.
She is the Africa representative on the International Council of Nurses Board of Directors and also its 3rd Vice President. She is the immediate past Chairperson of the West African Health Sector Unions Network (WAHSUN) of Public Services International (PSI) and the the Ghana PSI National Coordinating Council. She holds a Master of Public Health and a Bachelor of Arts degree in Nursing with Psychology from the University of Ghana, Legon and a Post Graduate Diploma in Education from the University of Cape Coast. She is also a certified Trustee of the National Pensions Regulatory Authority of Ghana.
She is a Foundation Fellow of the Ghana College of Nurses and Midwives, a Fellow of the West African Post Graduate College of Nurses and Midwives and a member of Sigma Theta Tau International Honor Society of Nursing. She is a Scholar of the Global Nursing Leadership Institute of International Council of Nurses (ICN) and an ICN leadership for Change trainer.
She has served and still serves on a number of national and international committees and Boards including the Governing Board of the Nursing and Midwifery Council, Ghana, the Ghana College of Nurses and Midwives, the Health Sector Occupational Pension Scheme, the PSI Health and Social Sector Task Force and ITUC-Africa Occupational Health and Safety Network, CODEO Advisory Council of Ghana and the Ghana Social Partnership Council. She has received several invitations as a speaker for many reputable organizations such as WHO AFRO, PSI, ICN, Action Aid, THET, ITCILO, OTUWA and many others.
She has received a couple of awards in recognition of her dedication to the strengthening of Trade Unions and her passion and commitment to addressing issues bordering on Social Protection, Migration and adolescent sexual and reproductive health. She is married with three children.


Mrs. Grace Oppong Dolphy is a legal practitioner and a Principal State Attorney at the Office of the Attorney-General, Ghana. She has over twelve (12) years of legal practice in the public sector which has enabled her garner a lot of experience. Mrs Dolphy has a Master of Law(LLM) in Oil and Law and works in the Energy Division at the Office of the Attorney General and Ministry of Justice. Through both local and international training programmes, Mrs Dolphy has acquired a wealth of knowledge on her area of practice.
She has well developed interpersonal skills which is a great asset to her in her professional relationship with her superiors and subordinates alike. Pupils, interns and national service personnel who have worked with her and moved on to other prospects are still in touch with her due to the immense contribution and impact she has made on them.
She is self-motivated, adaptable and has an excellent eye for detail. She also has problem solving skills which has made her the "go-to" person in her office--both superiors and subordinates never hesitate to seek her opinion and suggestions on issues.
In addition to the above, she is an affable, bubbly individual who believes every individual has an appreciable level of potential which needs to be nurtured to bloom and yield the desired results in any given situation and this is what drives her in both professional and private encounters with people.


He is a Financial Economist, a Lecturer and an Author with several years of experience that spans the areas of insurance, banking, mortgage, pensions, investment and economics. As an author, Andrews has written several opinion pieces of articles in the Business and Financial Times and won a National Award as the Best Reporter on Social Security Pensions in 2013. He has written two best selling books in financial services such as Pensions and Mortgage. Andrews has offered consultancy services and also served as a Resource Person in the area of pensions for several institutions including Bank of Ghana, Ghana Revenue Authority, National Lotteries, Electricity Company of Ghana, Tema Oil Refinery, Institute of Chartered Accountants Ghana, Golden Star Resources and others. Andrews has been one of the founding members of the Health Sector Occupational Pension Scheme and has contributed tremendously to its development. It is therefore no surprise that in 2016, he was one of the selected few experts to serve on National Pensions Regulatory Authority (NPRA)'s Trustee Training Council (TTC) to oversee the training of Trustees and other Service Providers in the country.


Mr. David Tenkorang-Twum had his State Registered nursing education at Koforidua Nursing and Midwifery Training College between 1998-2001. Between 2001 and 2004 he worked in Koforidua Regional Hospital Theatre as a staff nurse. He proceeded to Komfo Anokye Nurse Anaesthesia Training College in 2005 and trained as Certified Registered Anaesthethist. In 2009 he was admitted to University of Ghana, Legon where he graduated with Bachelor of Science in Nursing. He further graduated with Master of Philosophy in Nursing in the same University. He is now Pursuing his Doctor of Philosophy in Nursing (Ph.D) at The University of the Witwatersrand, Johannesburg-South Africa. He had his doctoral fellowship at the University of Alberta, Edmonton-Canada in 2019. He has eighteen (18) years of clinical practice and rose to become the Head of Department of Anaesthesia for five (5) years before joining the Adult Health Department of School of Nursing and Midwifery, College of Health Sciences-University of Ghana in 2018 as an Assistant Lecturer.

Mr. Solomon Osei-Gyamerah is a Public Financial Management Expert with over 30 years' experience in the Public Sector in Ghana.
He has significant expertise in Activity Based Budgeting (ABB) and Program Based Budget (PBB) under MTEF methodology and has an in-depth knowledge of monitoring and evaluation, project management, expenditure monitoring, data collection and analysis and taxation as well as emerging issues in Public Financial Management. His area of expertise includes the development and implementation of Chart of Accounts, Government Financial Statistics (GFS) of the IMF, Public Expenditure & Financial Accountability (PEFA) and Budget Classifications.
He has been involved in a number of Reforms in the area of Public Financial Management in Ghana since 1998. Notable among them are the Public Financial Management Reforms Program (PUFMARP), Medium Term Expenditure Framework (MTEF) as well as the Ghana Integrated Financial Management Information Systems (GIFMIS).
Between 2013 and 2016, Mr. Osei-Gyamerah served on the Board of Trustee of the Students Loans Trust Fund as a government nominee.
He graduated from Kwame Nkrumah University of Science and Technology with B.Sc. (Computer Science) in 1985 and with Executive Masters in Public Administration from Ghana Institute of Management and Public Administration (GIMPA) in 2007.
He is currently the Group Head, Budget Monitoring and Reporting responsible for Budget Performance Monitoring, Budget Systems, Reporting and Cash Management in the Ministry of Finance.
Mr. Osei-Gyamerah is married with five children and fellowships with Pentecost International Worship Center, Accra.


Mr Jones Afriyie-Anto is the Chairman of the Ashanti Regional branch of the Ghana Registered Nurses and Midwives Association having previously served as the Regional Public Relations Officer and First Vice Chairman.
He holds a Master of Science Degree in Advanced Nursing Practice from the University of Cape Coast, a Bachelor of Laws Degree from the Presbyterian University and a Bachelor of Public Health from the Catholic University, Sunyani.
He also holds a Diploma in Nursing from the Kumasi Nurses Training College and an Advanced Diploma in Nurse Anaesthesia from the Nurse Anaesthetists Training School, Kumasi.
He is also an old student of Mim Secondary School in the Ahafo Region of Ghana.
He served as a member of the Board of Trustees of the Ghana Registered Nurses and Midwives Association Fund from the year 2012 to 2020.
He is a Foundation Fellow of the Ghana College of Nurses and Midwives and a Certified Pensions Trustee licensed by the National Pensions Regulatory Agency.
He is a two-termed Assembly Member for the Fawohoyeden Electoral Area in the Asunafo North Municipal Assembly and a three-termed Presiding Member for the Asunafo North Municipal Assembly in the Ahafo Region of Ghana.
He has a couple of awards for his contribution towards his profession and the community.


Oscar Amissah is a registered pharmacist who completed China Pharmaceutical University in 1993. He has over twenty years (20) working experience in the pharmaceutical industry and health commodity supply chain. He served as deputy head of pharmacy unit - E.N.R.H and head of pharmacy unit - Prestea Hospital.
He is currently the manager of Western Regional Medical Stores. His area of expertise is in Drug supply management, Health commodities management, Ware housing and distribution of health commodities and Financial Management.
Additionally, He has also worked as the superintendent pharmacist for other private pharmacies. Oscar is an A.C.C.A Level 3 Chartered Accountant, holds a Professional Diploma in Procurement and Supply (CIPS-UK) and MSc in Supply Chain Management - Coventry University UK.
Pharm Oscar Amissah has also served in other capacities:

Chief physiotherapist and head of physiotherapy, Institutional Care Division of the Ghana Health Service (GHS) and hold a BB. Health/ B. Health Physiotherapy from the University of Applied Science, European School Physiotherapy (ESP), Amsterdam, The Netherlands and a Health Administration and Management from Ghana Institute of Management and Public Administration (GIMPA).
National President of the Ghana Federation of Allied Health Professions (GFAHP), a formal board member of the Allied Health Professions Council (AHPC) and the team physiotherapist of the Ghana hockey team.




She is a professional healthcare provider with over two decades of expertise in the field of nursing, complemented by a background in midwifery.
Throughout her career, she has been actively involved in various capacities within the nursing profession which is evident in her commitment to education and professional development in her role as a trainer, where she has also been responsible for coaching, mentoring, and training students and interns.
Her dedication to maintaining high standards in the nursing profession extends to her involvement in the Nursing and Midwifery Council (NMC) practical licensing exams contributing her expertise to ensuring the competence and professionalism of future nurses and midwives.
As the current Western Regional Secretary of the Ghana Registered Nurses and Midwives Association (GRNMA), she represents the interests of nurses and midwives in the region. She also actively serves on the Socioeconomic Committee of the GRNMA at the national level, contributing her insights and expertise to address issues affecting nurses and midwives.
Her compassionate nature and empathetic approach contribute to creating a conducive, supportive, and enabling environment for all stakeholders.
She holds a Bachelor of Science in Nursing as well as a Master of Science in Advanced Nursing Practice from the University of Cape Coast (UCC) and is currently the Deputy Chief Nursing Officer in charge of nursing and midwifery at the Axim Government Hospital.

Peter Obiri-Yeboah Esq. is an employee of the Ghana Health Service (GHS) and represents the GHS on the Board of Trustees for the Health Sector Occupational Pension Scheme. He is a Human Resource Manager as well as Legal Practitioner and is currently the Deputy Director in-charge of HR Management Department of the Human Resource Directorate. He holds a Bachelor of Laws from the Ghana School of Law-Makola, LLB from the GIMPA Law School, EMBA HR from the University of Ghana Business School, PGDPA from the GIMPA Public Service College and B.A. Hons from the University of Ghana, Legon. He is married with three (3) children.


Mr. Alexander Kwaku Kyei represents the Health Sector Workers Union (HSWU) on the board of trustees for the Health Sector Occupational Pension Scheme (HSOPS). He works at the Methodist Hospital- Wenchi in the Bono Region as a Health Service Administrator. He holds an MBA in Health Service Administration from the University of Ghana, Legon, a Bachelor of Commerce (B.Com) from the University of Cape Coast and Diploma in Education (Dip.Ed) from the University of Cape Coast.
He also has a post graduate diploma in Health Systems Management from the Galilee International Management Institute, Israel.
He is married with four (4) children.

Dr. (Med.) Frank Serebour is a seasoned healthcare professional with a distinguished career in pediatrics and healthcare administration. He currently serves as the Medical Superintendent of Bekwai Municipal Hospital in the Ashanti Region.
- A Leader in Medical Associations
Dr. Serebour is the current President of the Ghana Medical Association. Previously, he held key positions within the association, including Assistant General Secretary, General Secretary, and Vice President.
- Academic and Professional Background
Dr. Serebour obtained his Bachelor of Science in Human Biology and MBChB degrees from the Kwame Nkrumah University of Science and Technology (KNUST). He also holds a certificate in Health Administration and Management. He is a Fellow of the West African College of Physicians and Surgeons.

Dr. Serebour is actively involved in community service. He is a member of the Prisons Council of Ghana and was previously a member of the Northern Zonal Committee of the Health Facilities Regulatory Authority.

Through the effort of the Working Group, the first ServiceProviders of the Scheme were appointed in 2012. The first Boardof Trustees of the Scheme were made up of nine Trustees whowere all members of GRNMA and HSWU. The Scheme was formally registered by the National Pensions RegulatoryAuthority (NPRA) as an Employer Sponsored Scheme under theNational Pensions Act, 2008 (Act 766) on 12th November, 2012.The Board operated from November 2012 to July 2013 beforethe 2nd Board of Trustees were appointed.
The 2nd Board of the Scheme was inaugurated in July 2013. Itwas a thirteen (13) member Board which included government representatives from the GHS, MOH, Teaching Hospitals, andCHAG as well as Union representatives from Ghana MedicalAssociation and Ghana Hospital Pharmacist Ass
The 3rd Board of Trustees was inaugurated in May 2016 after the out of court settlement between Government and the 12 labour Unions under theFORUM. It was a sixteen (16) member Board with representatives from Ministry of Health, Ghana Health Service, Attorney General's Department, Ministry of Finance and Ministry of Employment and Labour Relations (MELR).
